I have recently read a blog of Mr.Sanjeev to brief him in concise "he is the Modern day Active Indian reformer and FTI Colleague of mine too";A thought provoking,sensational and really it brings the truth,ironically truth is always bitter to hear and listen.Pls kindly go through, read patiently and my sincere request to my fellow Indian citizens is that pls be united to fight for the common cause which is against the human and well being of our people like "Extreme Poverty,poor economy,Majority of people living with extreme diseases, Poor infrastructure,poor security, impoverished farmers,No Economic liberty,Extremely poor life style and we need to get rid of all the nasty caste based reservations & Politics".

I once again reinstate my several times preached words "A disintegrated society,people weakens the entire nation and we cannot get good things done;Pls be united,aware and awakened to fight for righteousness and good cause".

In 1947 there was one Britisher in India for every 1,000 Indians (300 million Indians, 300,000 Britishers).

A more useless group of people can't be imagined where 1000 of them will point a finger towards ONE person and say: "You are evil since you are oppressing us". All that is needed is to KILL the oppressor. End of oppression.

Unless, of course, we are talking not about humans but about a slave species.

The truth remains that Indians could not organise themselves to defeat the British till the British left largely on their own accord because they had been weakened by two World Wars, and governing India was becoming a drain, not a source of wealth.

For 999 Indians to fight ONE Britisher was just too hard. That systematic organisation is needed to overcome such oppression did not strike the Indians.

I'm not undermining the enormous contributions of the independence fighters, but let it be known and always remembered (when we try to point fingers at the British for what they presumably did to India) that for every 1000 Indians there was just one Britisher.

A more damning criticism of a "race", than this, can't exist.

And now that the British have left and gone – long ago – why do we still follow ALL their systems and practices without even reviewing whether they themselves follow such things any longer?

Mt Everest

Mt Everest had been sitting next to India's borders for 10,000 years, but no Indian everdared to climb the mountain. Instead, Indians worshipped the mountain: any mountain. Anything difficult was worshipped, not conquered.

It took the planned organisation of tens of dedicated mountaineers from the West 
(a) to identify that climbing Mount Everest is a valid challenge, and
 (b) to organise systematically to meet the challenge.

Many Western lives were lost in the process, the unsung heroes of the great conquest of nature by man. But the West kept studying and attacking the mountain until it was vanquished. Today people climb it without even oxygen masks. Only after the West had opened the road, did Indians follow, claiming to be great heroes, even though they had failed to show any heroism in this regard for 10,000 years.

The poles

Similarly the North Pole and South Pole. It was not Indians, I can assure you, who identified the challenge and determined to overcome it. Today, some Indians work at the magnetic poles, but they are merely following like sheep behind those who had opened the path and demonstrated that this could be done.

Australia and America

In 1999 (or early 2000), Liberty Institute Delhi organised a seminar in which they invited me as a speaker. One of participants was a BJP MLA. Among the ridiculous claims this man made was to criticise the West for having "taken over" the vacant lands of the Americas and Australia and "oppressed" the aborigines and native Indians. In response I asked him: What had prevented India from occupying these lands first? Surely if you don't have the courage to explore new lands and settle them, you can't complain when others do it.

The West lost thousands of ships and millions of lives in its quest to find and populate new continents. Why were Indians sitting on their haunches for 10,000 years? Praying to the Gods without having the GUTS to get out into the deep ocean and fight the elements.

Each such story shows only one thing: that Indians are probably a slave "species". Not for them the independence of mind and determination of purpose that Vivekananda talked about. Content to be copycats and followers, they are happiest when governance is left to the hands of Westerners. Indians are the happiest, for instance, in the West, where high quality governance is provided by others and they enjoy the benefits.

When it comes to governing their own nation, though, they are totally unable to organise themselves to overcome any challenge.

All am asking is that Indians organise themselves to defeat 500 corrupt incompetent socialist MPs. Just 500. Not even 300,000.

And what's the response? It is too difficult.

Too difficult to defeat an enemy force of 500 people? We can't do that?

Note that no achievement comes from wishful thinking. It requires ENORMOUS preparation.

Are Indians ready to work hard to prepare? That's why theFreedom Team of India.

To beat this enemy force of 500 MPs, we need to organise systematically.

How were the British able to conquer India?

The colonization of India by Britain started when the East India Company was formed by some British traders, who saw an opportunity in India and took it. To store the goods they had they built many warehouses, which gave them an excuse to build forts and build up armies to "protect" them. Britain saw how well India was in the trading business, and wanted to take control of it to have all the trading posts for themselves.
During the time of the colonization, the many kingdoms were fighting with each other for many different reasons; they would also do whatever they could to gain some ground on the other kings. So when Britain saw what a great opportunity they had in front of them, they took it; this gave them a great advantage over the other kingdoms with the power and wealth they gained. They also took advantage of the people, training them to be soldiers and employing them for the British army; the new army was better trained and more disciplined than the smaller ones that they had come from. After time, the British were able to conquer very many large parts of India. They made treaties with most of the kings to keep them satisfied so that they would not try and fight against the British.
Recently I came across a review written in 1893 (March 19) in New York Times of book “The Rise of the British dominion in India” by Sir Alfred Lyall. The piece describes the view of the “other side” on how British came to conquer India. Some of the observations are very potent – especially with regards to how the local Armies would fight battles against the British. It is apparent that the Indian rulers were nothing more than a bunch of megalomaniacs and rich idiots who had no more than rag tag group being called as an Army.

It is obvious that these rulers would have only anticipated fighting dacoits and / or neighborhood Maharaja, who themselves were nothing great. Under the patronage of the Mughals – while acting subservient to them and gaining their protection – these Maharajas didn’t even think that defense was a major subject. What is exceptionally amazing is that any person of ordinary sense of defense and understanding of threats that existed around the world, would have known or understood that having small and thin armies over many rulers was far inferior to having one confederate army of the many rulers. And yet, there was no one to bring about the alliance?!

With the help of the Indian soldiers, the British were able to capture India; however, they in no way treated the Indians properly. Despite the abilities they continued to show, they were not able to rise to any higher position than being a soldier. To other British colonies, they were treated as slaves, and therefore acted like slaves. They did not care about them, so the education system that they had used for years "suffered under the British rule." In the year of 1857, the power that the East India Company had shifted to the British government, and then India was a British colony. They were forced to fight with each other; in fact, there were a total of 111 wars that the British caused, always making their Indian troops fight the Indian kingdoms that did not want to be subjugated to England. Only when the British had control of most of the country did they allow the people of India to stop fighting their brothers.
After they had managed to capture much of India, they told the people that they were to trade only with them, and anyone caught doing otherwise was punished. Even the people that weaved cottons and silks were made to sell and trade with the British, at a price that was not of their own choosing. Before the British had come, a price had had to be paid if you were going to bring goods into India; the British told them that the rule no longer applied to them and started to import many of their goods for free. The "India cottage industry" was probably what suffered the most; India had it's own handloom industry that was quite large, but in England there were many cotton textile mills. They needed a large amount of cotton for the mills, so they started to purchase the cotton at very low prices and send them to England; in exchange, they sent a lot of cloth over to India to be sold. This put many of the people that worked at the cottage industry out of work; the newly unemployed people had to buy the much more expensive cloth that was being sent in from England. All the wealth collected from the cloth merchants were sent back to England, starting the vicious cycle again.
"The Indian farmers, weavers, traders, kings, Nawabs, craftsmen were all unhappy and this discontent led to the mightiest revolts in 1857 which was also joined by Sanyasis, Fakirs, disbanded soldiers and British soldiers too." As the quote says, the people of India were not happy at all with the things they were forced to do.
This absolutely teaches a stringent lesson that

"A disintegrated society weakens the nation and ultimately it will lead to enslave its own citizens to others"
Hence we must be united first as Indians and forget all the nasty fundamentalist thoughts dictated by some evil elements through caste and religions by which we are Greedily segregated.

In Part One, I had brought out the extent, ramifications and fangs of the cancerous rot in the army and its dangers to Indian nation. In this part, I would highlight its dimensions and manifestations with emphasis on how and when the rot started.

Soldiers are getting frustrated and Generals are getting compensated for their inaction. Army is today commanded by Contractors, Arms dealers and manipulative bureaucrats---Generals have abdicated Generalship to them-----We sure have a rising storm of corruption--------"---------- My answer to a collegue during our discussion on "What ails the Indian Army", some 15 years back.

Let me, at the outset only, clarify that corruption in the army, as anywhere else, is incurable and cancerous because of a wrong treatment to eradicate it. Corruption is sustained because of its 'Top-Down' growth but 'Bottom-Top' approach to treat it. Unless one batters the head of a snake, it won't be killed; so is corruption. For too long, army had been sweeping under the carpet the misdeeds of her GENERALS. It is this serpentine head which General VK Singh had set upon to severe and hammer down, little realising that its head had a protective shield of its snake-charmer's box and its poisonous fangs were too strong for his guarded strike.

Many years back, almost 30 years, I had read CRISIS IN COMMAND by Richard Gabriel and Paul Savage, profiling the US army after Vietnam fiasco. The duo had identified the ills that had afflicted US army,then. I am constrained to point out that Indian army today is in the same boat, though the scenario might be different. All the votaries of HOLY COW image of ARMY or 'OUR GLORIOUS ARMY' must get out of their enchanted slumber and stem the rot.

It is truism that no subordinate can resort to corruption unless the boss was himself corrupt. We hear of cases in the civil walk of life where regular shares of 'hush- money' are distributed from top to bottom. Similarly, corruption has been institutionalized in the army and it runs exactly on the same pattern as in the civil walk of life. All the threads of this institutionalized corruption lead to Generalship of Indian Army. It varies from sale of liquor and CSD stores to foreign postings, courses and promotions. It is sad but true that Generals of the Indian army now-a-days face court martial and disciplinary action as never before.

Let it be absolutely clear to us that GENERALSHIP of the Indian army was no more an edifice of sanctity. Therefore, as ‘Generalship’ has gone astray, corruption has become a revered phenomenon in our so called ‘Glorious Army.’ There is no point ordering court martial of NCOs, JCOs, Majors and Colonels for acts of omission and commission. Army suffers from the ‘Top-down’ effect of this phenomenon. It is due to this that our army’s name has been muddied and we have lost credibility in the civil street. Yes, the ‘Generalship’ of the Indian army has lost its moorings of moral ascendency over their subordinates, thus loosening its own grip over the rank and file of the army. The ‘Generalship’ is disoriented and self centered. How else do you expect them to get involved in selling truck loads of canteen stores and liquor? How else do you see them hobnobbing with contractors and businessmen?

'Tehlka- expose' provided a glimpse of the rut that had set in the army. But no corrective actions were taken. The trouble with army’s remedial therapy is its lopsided focus. Instead of eradication of the disease, it lays emphasis on the treatment of a patient. How could it be possible when those who have to take action are themselves not worthy of holding such high ranks? The corruption in the higher ranks is deep and all pervasive. And every time a case is highlighted, there is an attempt to sweep the case under the carpet by allowing GENERALS to retire.It is this tendency to dither and sweep cases of corruption by very senior officers under the carpet that honesty has become a rare virtue in the army.

Some years back a Director General of Ordnance Services (DGOS) at Army HQ was accused of unfair practices in allocating ordnance contracts but he was allowed to retire quietly without any major action. Some time back, two Lieutenant Generals were easily let off for their doubtful roles in procuring rations supply for the army. A Major General recently was accused of disposing off truck loads of liquor in the civil market. Another senior officer, Major General AK Kapoor, as reported by the Magazine WEEK , has been accused of accumulating assets worth crores of rupees, while his family assets at the time of commission were just Rs 41000/-. It is investigations on him by CBI which led to Sukhna Land scam. List is endless; I have only highlighted some very recent cases. There is a general impression that inquiries are ordered only to sidetrack the main issue and save these officers. In the name of investigation and inquiry, law is allowed to take its own course, simply asking every one to go to sleep. It is this kind of sheltering at the highest level which has institutionalized corruption in the army.

The result of this institutionalized corruption is that people scratch each other's back and thus are protected and sheltered. As a result of this, corruption in the army goes on unabated and keeps spreading its fangs unchecked. We have different models of corruption from 'Ketch-Up Colonels' to 'Booze Brigadiers' through "Chicken Generals'. It is because of this philosophy of security amongst senior officers that a Major General had no moral compulsion to stop him from disposing off openly truck loads of liquor. The fact is most of the higher ranks in the army today are swamped by Generals and Brigadiers with questionable moralities. If there are some exceptions, they just confirm this rule.

The system of growth and promotion in the army has become such a rule that it follows a principle: IF YOU DO NOT TOE THE LINE, YOU ARE NOT GOING TO SHINE. The result is that those who dare to stand up against corruption are just shunned and shunted. Those of you who dismiss these cases of corruption as media creation and feeling that incidents have been blown out of proportions, are sadly mistaken. We all know there can be no smoke without fire and it is small drops that make an ocean. This is what has been happening over the years. More you ignore the minor cases, bigger becomes the scandal. Therefore, let us not be emotionally charged to overlook the acts of omission and commission by top leadership because it affects their moral authority. Once you lose the moral authority by such acts you can not check your subordinates who would indulge in such acts.

Have you people ever heard of Gresham's Law of Economics? It states unless managers of money keep a tight leash over it, BAD MONEY DOES DRIVE OUT THE GOOD MONEY. And result is the black money which controls the money market and makes an adverse impact over nation's economy. Apply this law to a hierarchical organization like army and you would notice that slowly and steadily, BAD LEADERS COULD DRIVE OUT GOOD LEADERS. The question now arises if it has happened in the case of Indian army? I don't know; I can not say. I can only do a reality check.

Military Engineering Services (MES), Defence Estate Department, Military Diary Farms, Army supply corps (ASC), Army ordnance Corps (AOC) and Medical Services have become notorious today for rampant corruption in them on account of award of contracts for construction or fresh rations or even local purchases of vehicular parts or medicines. Young officers learn wrong things in these arms and services and the vicious circle gets enlarged. The corruption is so institutionalized and organized that “honest shares” float up and down the chain of command and one can not catch anyone. The rules are bent very cleverly and intelligently. In most cases office of CDA (Central Defence Accounts) actively cooperates in this.

Army HQ is no less. Procurement of arms and equipment from foreign countries is already under question. One can quote ‘Bofors case’ or ‘Kargil Coffins’ case. Add to it now the case of Tatra-Vectra Vehicles. It must also be clear that quality of the equipment and weapon system is not being questioned but the procurement procedures which leads to extensive costs, not susttained in the open market price.

Almost all directorates at Army HQ deal in procurement of defence material. They deal with foreigners who throw baits. The junior officers do get lured if their senior officers were corrupt. Tehlka had highlighted this. It is rumored that MS branch has become notorious for granting return favors in lieu of cash and kind services provided by vested officers. It is alleged that foreign postings, transfers, promotions and prestigious courses all carry a rate. The case of Lieutenant General PK Rath, erstwhile corps Commander at Sukhna, provides a curious testimony to this.

You find officers who did not even have money to purchase a conveyance as a junior officer, suddenly becoming owners of palatial houses after becoming a Brigadier or Major General. Army personnel are openly deployed in the construction of the houses of these Generals and Brigadiers. Pliable chief engineers of MES/Engineer Corps provide all the necessary assistance. I am afraid most of the retired senior officers must share the blame because they too had indulged in such practices whether they were brigadiers, divisional, corps or army commanders or even as Chief. Some of them suddenly became owners of the property they could not have dreamt as young officers.

Senior officers have different rules for self and others. The light vehicles authorized at a formation HQ are generally earmarked for personal use of the Commanders as number one, two, three, four and so on. You will find generally the dividing line of institutionalized corruption is between the rank of Colonel and Brigadier. Double standards suddenly come to the fore. As Col Q works at a Command HQ, I know the case of a Vice Chief in 95-97 who begged director Lands, an IAS officer or a favor to retain his official accommodation beyond 90 days. Mercifully she only partially granted him the favor and mocked at him when he left her office.

As Colonel Administration of an infantry division, I had dug out a land scam case at Amritsar. It involved 5000 acres of land. It was a much bigger scandal than the SUKHNA Lake. The scam was so cleverly institutionalized that land was divided between Units and formations for cultivation. No one was supposed to give this land on CONTRACT for Cultivation. They were supposed to cultivate with troop labor and deposit 25% of the income in government treasury. But all of them flouted government rules for years.

Land used to be contracted to civilians and a board of officers was detailed to prepare fake proceedings to legalize as unit troop labor. These board proceedings, invariably used to be zero sum game for income and expenditure , while rate of contract used to be anything between Rs 3000/acre to 5000/acre per annum. The land allotted to units and formation by Division HQ varied between 100 to 200 acres. The court of Inquiry had raised pointing fingers towards many senior officers of the formation but ultimately the hammer fell only on CO ASC Battalion, while other s got scot free.

The point, I wish to make is about the methodology adopted by army to cover up its senior officers. As a consequence of this, I came into bad books and had to pay the price of a sealed career, despite promises of a competitive performance. No regret though, when I look at the way GENERALSHIP has earned a bad name. Least I can say that i did not expect two of my known friends to be involved in Sukhna Land scam case. But time and environments do take its toll and this is what might have happened to these two friends.

I saw the war as a very young officer. I have seen a bundle of lies being converted into heroic deeds. In fact, 1971 war must be seen as a start point in the down-slide of Indian army’s professionalism (Read ‘Top Brass by Brig HS Sodhi). And I can confidently say it was the starting point of ‘Ornamental Commanders’ who later multiplied in a geometrical progression and today rule the roost in the Indian army.

1971 Bangla Desh war introduced an era of ‘Ornamental Commanders’ in the Indian Army, first as a trickle through seventies then came a deluge in the late eighties and early nineties when militancy broke out in Punjab and J&K. Glamorized uniforms with flashy accoutrements and bawdy attachments became the order of the day. Host of gallantry awards were created to satisfy the hunger of all and sundry. Not only this, awards for the units were also devised. Thus decorated persons in the army began to multiply. Militancy in Punjab and J&K during this period proved a boon for the aspirants of gallantry awards. ‘Ornamental Commanders’ thus appeared on the scene.

There is a race for gallantry awards in the army, both by hook and crook. And they are awarded liberally. It is a clever ploy by units and formations to hide their misdeeds and shortcomings. It keeps the potential whistle blowers happy and amused, while Commanders have a rollicking time in merry-making and money-making. Behind the razzle-dazzle of most of the decorated chests, today lies the story of fiction unimagined. The craze for them has been institutionalized by the army in her daily situation reports (called SIT REPPS) in the valley.

One has to glance through one of the SIT REPS ( Situation Reports) to understand the theme. Army HQ has further strengthened the initiation of malpractice for gallantry awards by seeking proof of valor in the form of media reports, SIT REPS and video clips being attached with the citations. Most of the citations for the awards are exaggerated facts transformed into fictionalized truth.

Most often, genuine cases are overshadowed by fictional acts of gallantry. May be 5-10 percent cases are genuine but one can not distinguish as the dividing lines have blurred beyond recognition. Thus, army is churning out fake heroes, day in and day out. Awards are also gateway pass to higher ranks. It is these sorts of ‘Heroes’ who rapidly rise the ladder of hierarchy in the army.

Consequently, higher ranks today are swarming with ‘Ornamental Commanders’. Today, they crowd the top echelons of the army. ‘As one sows, so one shall reap’, goes the saying. And reap we do in the form of ‘spineless wonders’, who crawl when asked to bend by unethical bosses. The Governments of the day are party to such a rut in the army. During Kargil-99 and Mumbai 26/11 gallantry awards were distributed as if one is distributing sweets.

Awards are also gateway pass to higher ranks. It is these sorts of ‘Heroes’ who rapidly rise the ladder of hierarchy in the army. Consequently, higher ranks today are swarming with ‘Ornamental Commanders’. They crowd the top echelons of the army. It is a shame that a Chief of army staff (COAS) becomes a LMC (low medical category) for ‘hearing impaired’, just two motnths before his retirement. Sure, this impaired hearing must have been for a long time and the ear-drums might not have been damaged during his tenure as COAS. He might be legally right but was his action morally correct? How can such a COAS tick off his Military Secretary indulging in practices considered inappropriate?

How come Lieutenant Generals, commanding Corps and Command HQs, be judicious in their dispensation of justice if they themselves are found wanting in the very values they are entrusted to protect? Indian army suffers from ‘top-down’ effect of corruption. But, invariably, the approach to tackle is from the bottom. Thus, ‘big fish’ goes scot free, while small fish is netted and butchered. ‘As one sows, so one shall reap’, goes the saying. And reap we do, in the form of ‘spineless wonders’, who crawl, when asked to bend by unethical bosses. Accordingly, they are the benchmark of the conduct of the army. They are the people who led India into Kargil-99.

Their ethos and value system left much to be desired. By the year 1999, they had fully taken control of the Indian army. Its manifestations are Kargil-99, ‘Tehleka-Exposures’, ‘Ketch-Up Colonels’, ‘Booze Brigadiers’ and ‘Fake Siachen Encounters’. It was in the wake of tall claims of false victories in 1971 war that the trend had begun and such officers became instant heroes. Most of these officers became ‘Generals’ in later years. Slowly and steadily, their clan multiplied and by mid-eighties they were holding the key appointments in the army. I saw some of them as a young officer and faced them. They were self-centered, morally-bankrupt and professionally incompetent officers.

It is truism the dead do not speak but it is equally true of those who get killed or injured during unrecognized military ventures launched by their ambitious superiors that their records also do not speak. To my mind, come immediately the unsung and unknown dead soldiers of 4 MAHAR and 9 SIKH of Kayian Bowl Operation (Lipa Valley-J&K) of May1972. The ‘Lipa Valley/ Kaiyan Bowl’ fiasco of May 1972 was the outcome of the exaggerated boasts of these commanders that 4 MAHAR and 9 SIKH battalions suffered unwanted casualties of an undeclared war. Their sacrifices went unheard, uncared and unsung. I don’t think that the brave soul of Major Partap Singh Ganguli of 4 MAHAR would ever re-incarnate in flesh and blood to blare out the truth.

This happened because 1971 war led to the emergence of an officer corps who was infatuated to personal glory, higher status and unlimited personal comforts at the cost of butchered soldiers. It is their glamour world which matters: please forget about famous quote of General Chetwode, displayed in the Indian Military Academy (IMA), Dehradun.

Today, the very first day a young officer joins the unit after training at IMA, all military ethos and moralities get knocked out when he sees every thing happening in an opposite way. These are the kind of officers who rise and become Generals in the army. This is the class of people who are the architects of Kargil-99. Till Kargil happened, Major General VS Budhwar and Brigadier Surinder Singh were the brightest sparks of the army, with both having foreign posting stints under their belts? Both were computer selected to carry out the toughest jobs. But while these two came under the scanner and became object of ridicule by the media, there were multitudes of people like them who got away.

In December 1971, I was with my battalion in Tangdhar sector (Near Chowkiwal) of North Kashmir. Our brigade had four battalions, three deployed in Tithwal-Tangdhar bowl and fourth in Nowgam Sector. If one considers the gains made in this sector in 1971 vis-à-vis the losses in terms of trained manpower and liabilities heaved upon the nation, one will find disgraceful and intolerable conduct had been fictionalized into a saga of glory and fame. By all accounts, it was a negative venture.

I can write a book on the personal conduct of these officers but military ethics prohibit me from doing so. I will only draw attention to those deplorable facts which helped them climb the hierarchal ladder. One can say today, after having matured in matters military in over three and half decades that the only purpose of these ventures was to seek glory and self-projection of the commanders. In no way, the territorial gains, made after senseless loss of lives of soldiers, contributed towards the local, regional and national objectives.

The causalities suffered by the Infantry battalions of my Brigade were not commensurate with the gains made. The brigade commander was an officer from the Corps of Engineers. He later retired as Quarter Master General (QMG) of the Indian Army. I had the opportunity to serve under him again in Tenga Valley (Arunachal Pradesh), where he commanded a mountain division. It was a sad thing to see him in that rank, after all the fiasco he created as a brigade commander, both during and after the war. But he had an ambitious divisional commander as his boss and four most pliable battalion commanders who were prepared to get their men slaughtered on ill-conceived, ill- planned and ill-executed military operations.

I know , the most pertinent question, now on everyone's lips would be if the situation can be retrieved? My answer would be to remain hopeful as my FTI Colleague Mr.Sanjeev used to say that we need to get highly qualified 1500 Leaders strategically for this nation and for detail visit freedomteam.in/blog/forum. You never know when the lord of truth, victory and honesty decides to strike and regain the lost glory and we must believe that every thing is in our hands,so that we can do it.

I had read recently a good article from the blog post of Mr.rajee kushwaha a post- graduate in Defence Management from University Of Madras.I would like to share the excerpts of his article into two parts and its worth reading which is narrated with facts.

A recent revelation on attempts to bribe the Army chief and his resultant spat with the MOD has brought out a fact that something seriously was wrong within the army and its top brass. It is evident from the fact that a senior retired army officer has been accused of attempting to offer a bribe to the army chief. He was approached because it must have been a practice for sometime. Not withstanding the moral grandstanding of the army men, where not only they but even men in the street, considered them as "Holy Cow", it implies that some rot had set in the armed forces. General VK Singh has called it a CANCER in an interview to an Indian daily,'The Hindu' . Most veterans see him as a person who might become a martyr in his bid to rid the army of a powerful cartel of arms- dealers. He might lose but he would have done enough damage to the corrupt officers within the armed forces. They would never be comfortable in working for corrupt and dishonest.

Many reasons are offered on General VK's unprecedented act of openly admitting bribe offer. Whatever his intentions but he had revealed that rot had set in deep, which forced him to call it a cancer? Ironically, how cynical are the people who criticise him on the grounds that his motives and timings were questionable, while they were not concerned about the cancer that was eating up the Army---the last institute standing straight to defend Indian democracy and border integrity. General VK has also minced no words to hint out that it was the legacy handed over to him. His detractors and critics must wake up to the dangers posed to the nation by the malaise he has exposed with whatever motive. As true Indians FACE THE REALITY or GET READY TO PERISH.

I intend to explore this cancerous rot in two parts. In Part- I will explain the legacy of the rot and its manifestations alongwith dangerous repercussions to the nation. In Part-2 I will dwell upon how and when it started and where we stand today. 

PART ONE
WHAT IS THE DANGER TO THE NATION?
What better way to explain this danger than seeing it through the eyes of someone from a different field. Here is what, a very very senior retired IAS officer, who knows what is the truth , has to say:-

THE MoD MESS–THE REALITY

The open feud between the Ministry of Defence and the Chief of the Army Staff arose out of the contrived Date of Birth controversy. A corrupt cabal had conspired since 2006 to truncate Gen VK Singh’s tenure by digging out UPSC application form and trashing his School Certificate.

Yet, neither the DoB issue is over yet, as is being wrongly believed, nor is the tenure of General VK Singh going to end in the next two months as is being widely claimed. The fact is that Supreme Court has put the ball back in the court of MoD by ruling: “As a matter of fact, the question before us in the Writ Petition is not about the determination of actual date of birth of the petitioner, but it concerns the recognition of a particular date of birth of the petitioner by the respondent (Government of India) in the official service record.”

It is therefore imperative that the MoD has to first pass a legally speaking order ‘recognising’ Gen VK Singh’s real DoB as per law and Rules that hold School Certificate as paramount. This has not been done and the retirement orders of Gen VK Singh have not been served on him till now. Yet MoD has nominated and named his successor (for whose benefit the entire conspiracy and manipulation took place) to take over as COAS on 31 May 2012.

This action is untenable and the real cause of the mess that MoD has got into and only they are to be blamed. Instead they are trying to pass it on to Gen VK Singh by insinuating that he is now a ‘frustrated man’ and is trying to rake up the Tatra bribery issue and leaking out his letter on ‘defence preparedness’ to PM to seek revenge. Some MPs, including congenitally corrupt ones, have asked for Gen VK Singh’s summary dismissal and arrest without even holding an enquiry!

This way of portraying the serving chief of the Indian Army as an adversary just because he is fighting against corruption and injustice is wrought with serious danger and consequences. It is our Armed Forces who have defended and protected our democracy through their valour, sacrifice and total sense of patriotism, bereft of any political ambitions as in our neighbouring countries. It is largely because of them that India stands tall as a free and sovereign Republic. Among the armed forces, the Army is the largest and the most visible face. The chief of that force has a special status in the nation’s affairs and he cannot be distinguished from the Institution he heads. When an institution like the Army is impaled, it is the people who bleed.

The politico-bureaucratic power coterie that is trying to bulldoze the Army Chief is very distressing. If the serving Army Chief is treated this way and these corrupt cabals have their final say at least for two generations, no military commander will raise his head. And the message for military commanders will be that it isn’t merit, honesty or integrity that will get them promotions and tenures but pandering to the corrupt politico-bureaucratic cabal. The last bastion of professional meritocracy in India will crumble and the damage will be lasting.

This is an open war between the honest and the corrupt and cannot be countenanced in the interest of national security and integrity in governance. It is time people with conscience stood up and be counted.
DIMENSIONS OF THE ROT----THE LEGACY GENERAL VK SINGH GOT 

I shall reproduce a write up from another colleague, who narrates an incident about the dimensions of the cancerous rot. Note how much is the infiltration of Arms dealers mafia into the army? It is now learnt that they had also orchestrated the DOB controversy by manipulating even with the MH Kirkee to show General VK's DOB as 1949. Their hold in the army is beyond one's imagination with pliable Generals and officers placed in all slots of decision making. Please also note how the voices of honesty and integrity are stiffled and silenced. 

It is NOT that honest men were NOT there in the army but their breed is becoming extinct by a process of 'honesty cleansing', right from the ranks of Colonels and Brigadiers. You heard of the SUCCESSION PLAN of ARMY CHIEFS worked out in 2005. It is the part of that HONESTY CLEANSING process initiated by the Arms dealer-cartel. Promotions, postings, procurements, purchases----everything is manipulated. Such is the influence of cartel that VK called it cancer. Read this piece by Brigadier Nawab Heer retired:-

VECTRAS HAD PROMISED TRANSFER OF TECH (technology). BUT NEVER DID. A NEW FIRM WAS READY FOR TFR (Transfer) OF TECH ( technology).STATE WAS SAVING A LOT. NO ONE SUPPORTED HIM.MGO TRIED TO GIVE HIM SHUT UP CALL. HE TOLD THAT HIS DISAGREEMENT MAY BE RECORDED.(The) BRIG WAS POSTED OUT OF MGO BR NEXT DAY TO SIDE LINED DTE (Directorate) .IT IS( an) OLD STORY. MOD AND AHQ IS THICK WITH MUD. HOW DID IT HAPPEN? 

How did it happen? Here is how it happened. Brigadier RS Chhikara (Veteran) writes, I quote:- 

"----------- Over the past two decades or more, there has been palpable sense of concern at the way the nation’s civilian leadership has been conducting affairs of state security. There has been an even greater concern on how political and bureaucratic meddling had impacted the process of selection and appointments in higher echelons of military hierarchy. Senior officers started placing their personal career prospects above national or institutional interests. They would prefer to keep quiet rather than speak up for the service, lest the masters get upset. They would like to be seen as being more concerned about savings in defence spending overlooking non availability of essential armaments, housing and training infrastructure. They started kow- towing with the bureaucrats in matters of deployment in aid to civil authority at the expense of training for war. All this, to cover up serious political- bureaucratic mismanagement. Whenever there was a conflict of opinion, CYA ( Cover Your Ass) became the preferred option. Senior defense officers ceased to be professionals and became careerists. 

Over time, they had recognized the wisdom of obfuscation, seeking political patronage, even backstabbing colleagues if there was a chance to garner a smile from the bureaucrat or politician. Inter service and inter departmental rivalries were encouraged by the masters and were enthusiastically lapped up. Healthy inter service and peer rivalry yielded to outright hostility. Individual service interest started overshadowing national interest. They forgot that a weaker Army or Air force will not contribute to victory of the other. They forgot that their spaces were not mutually exclusive. They also forgot that the defence forces needed to fight war as a composite mutually supporting force. Promoting interests of Artillery over Armoured corps or of fighter pilots over technical services can only be self defeating. 

They were now used to playing games at each other’s cost leaving the political bureaucratic combine to promote their sectional interests at the cost of those of the forces or of the nation itself. They started to be seen as abdicating responsibility towards the nation’s defence and the soldier’ well being. Chiefs shied away from protecting post retirement interest of the soldier. They were told it was not their business and they fell silent. They forgot that a serving soldier today is an ex- serviceman of tomorrow and with today’s awareness levels he is not blind to these issues. 

This phenomenon has been going on for over two decades. No wonder, senior officers were now looking at a flat in Adarsh, or a little bribe at Sukhna or a gubernatorial post on retirement. No wonder they left the matter of defence preparedness to politicians and bureaucrats. No wonder they allowed a soldier to be placed below a peon in governmental hierarchy. This is what has indeed effected the morale of the soldier, sailor and airman very adversely. ---------------"

The way shown by our Notorious leaders for their identity and publicity-Is this the 65 years of public discipline we learnt???

For a myriad of reasons, all Indian cities hygienic conditions,traffic,walk ways and bus stops are in a terrible mess. One such case i want to emphasis and brief in detail is the pasting of wall posters in all the public places,bus stops and private owners walls in the city.

Most of the nasty posters and paintings i have observed in Chennai city are all for the publicity of notorious political leaders which i could see and its weigh accordingly 80%,10%,10% political publicity,cinema posters and remaining is other advertisements respectively,that is the reason the title of the post is little controversy since i brought the crooked political leaders in.The way that our political leaders think to create their bogus identity is to paste or paint wall posters any where they see in public places,and often in the bus stops hiding the bus stop name even.This has been habituated and practised religiously by their followers too rigorously.Hence now the trend is any political leader who wants to convey message or to show his face,fame they have taught their followers for the past 65 years with a discipline to destroy the public places and publicize thier identity.This is quite shameful in 21st century to see like this and pity thing in future after 50years also the Indian cities will be like this unless good leaders emerge and inculcate the right discipline and should live a legacy how the city should be governed and public places should be protected.The below photographs will speak louder than my words.Pls have a look.For some may think about me why i always retaliate the political leaders,i have the answer below:

1.For many thinking that people don't have civic sense,lack of common sense etc.The answer is no idiot or crook will do a nasty thing of pasting,painting the wall,bus stops,public places or in buses without any incentive.The thing is that many people in state cities are improvised and they don't have sufficent economy to survive so they get some thing do with these nasty placards/posters which the bogus political leaders offers them,that is why they got indirectly motivated from the political crooks and destroy the city like this.

2.For those who think why cant the government ensure these nasty,daubed activities strictly?The answer is the government itself is run by those who do such things.

3.To those who think that why this does not happen in other developed nations?The most obvious answer is that a strict vigilance and punishment system is prevalent in those places. Here in India it is the sab chalta hai raj.

Hence every one knows that its the fundamental duty of the government to ensure a proper infrastructure,a safe city and healthy environment and this will not happen in the socialist governed Indian states.To make it happens first people should have and felt about the awareness and should chose right leaders.

To all my fellow citizens of this nation,Never day dream that your city will be changed to neat and clean,unless you felt,take part and participate in governance.This consensus should be resolved and awareness among people should be there to chose the right leaders to stem the rot, before it reaches a point of no return.I would like others to share their opinions.
